About ERSAB

ERSAB works to ensure that the East Riding of Yorkshire is a place where adults at risk of harm are able to live an independent life free from harm.

Find out how we do this.

Our vision

Our vision is for the East Riding of Yorkshire to be a place where adults at risk of harm are able to live an independent life free from harm where:

  • abuse is not tolerated
  • everyone works together to prevent abuse
  • services respond effectively when abuse is suspected or happens.

Three Shared Goals

  • Abuse is not tolerated within the community and signs and symptoms of abuse is understood, helping to prevent it from happening in the first place.
  • Organisations work individually, in partnership and collectively to maintain high standards of safeguarding that keep adults at risk of harm, safe.
  • Services are equipped to respond effectively and quickly if abuse is suspected or happens with a culture of continuous learning and improvement.

Our priorities

The Safeguarding Adults Board is set up to help everyone to work together in the most effective way possible. The Board does this by setting out procedures and plans based on an overall strategy.

Our strategy

Safeguarding is Everybody’s Business: The new ERSAB Strategy 2025–2028

By Kay Durrant, Independent Chair of the East Riding Safeguarding Adults Board

The East Riding Safeguarding Adults Board (ERSAB) is proud to unveil its new three-year strategy (2025–2028)—a bold, forward-looking plan to strengthen how we protect adults at risk of harm and promote safer, more inclusive communities across the East Riding of Yorkshire.

A Vision for a safer East Riding

Our vision is simple yet powerful:

For every adult at risk of harm in East Riding to live an independent life, well and free from abuse.

Safeguarding means ensuring that everyone, regardless of age, background, or ability, has the right to live in safety, free from abuse and neglect. This new strategy builds on what we’ve learned over the past three years, ensuring that prevention, partnership, and lived experience are at the heart of everything we do.

Listening, learning, and leading together

The strategy was shaped through extensive consultation, drawing on data, Safeguarding Adults Reviews, professional feedback, and the lived experiences of local people. It reflects a strong message from our communities: safeguarding is not just a service, it’s a shared responsibility.

We’ve set out four key ambitions that will guide our work and drive meaningful change.

1. Developing Citizen-Led Approaches to Safeguarding

We’re putting people at the centre of safeguarding. ERSAB will establish Citizen Safeguarding Champions and a “Friends of the Board” Network to ensure every voice is heard. We’ll use real stories, feedback, and lived experiences to shape how services respond to risk and protect independence.

2. Promoting Awareness Across Communities and Organisations

We believe that knowledge saves lives. ERSAB will roll out a new, accessible website and concerns portal with tailored pathways for professionals, carers, and the public. Our campaigns—through posters, leaflets, and films—will make it easier for everyone to recognise and report abuse.

3. Strengthening Partnerships in Practice

Safeguarding works best when we work together. ERSAB will continue to build strong partnerships across health, social care, police, community groups, and voluntary organisations. Through multi-agency training, shared procedures, and open dialogue, we’ll ensure a consistent, high-quality response across East Riding.

4. Learning from Experience to Improve How We Work

Every experience teaches us something. ERSAB will continue to learn from Safeguarding Adults Reviews, audits, and community feedback, embedding lessons into practice. We’ll use real data to understand local trends and make safeguarding more effective, agile, and person-centred.

Delivering with Accountability and Impact

All partner organisations will be accountable for delivering on this strategy. Through business plans, audits, and annual reports, ERSAB will ensure transparency and continuous improvement. Safeguarding outcomes will be reviewed every year, ensuring the strategy evolves with our communities’ needs.

A Call to Action

The message is clear: Safeguarding is Everybody’s Business.

We invite residents, carers, and professionals to be part of this collective effort to make East Riding a safer place for all adults.

Information Sharing Protocol

Organisations often need to share information. This ensures that their services benefit local people and meet their needs. But they need to make sure they share only the information that is necessary. They must also protect people’s privacy.

The Information protocol is made up of two tiers:

Tier 1

Tier 1 protocol is a general information sharing protocol which is Humber wide in collaboration with partners in the Humber region. This is called the Humber Information Sharing Charter available to download below:

Tier 2

Tier 2 protocol is made of two separate protocols and these are in place when there is the sharing of more specific information between ERSAB partners.

The two separate Tier 2 protocols are for the Safeguarding Adults Review sub-group and the Learning, Audit and Improvement sub-group which share personal and sensitive information between agencies in these groups.

ERSAB meetings

East Riding Safeguarding Adults Board is a multi-agency organisation responsible for ensuring the protection and safety of adults at risk of harm in the East Riding.

The Board is led by an independent chair and made up of representatives from a number of organisations including the local authority, police, health, care and voluntary sectors and is also responsible for holding partners to account through scrutiny and governance.

The Board will meet quarterly and members will attend wherever possible and will inform the chair if they are unable to attend. A nominated deputy may attend on an infrequent basis.

Organisational commitment to attendance is crucial and if this function is delegated within organisations, the delegated member must have the ability to make decisions on behalf of the organisation they represent.

The Board will oversee the following:

  • policy and procedures
  • quality and performance
  • best practice and lessons learned
  • communication
  • training
  • users and carers.
